Infrastructure Fits the Definition Where Corruption Flourishes the Best

Corruption (C) = Monopoly (M) + Discretion (D) – Transparency (T)
Monopolies, the level of discretion of public officials, and transparency and accountability are determining factors in the most famous formula explaining corruption (Klitgaard, 1988)

Source: The Role of Transparency International in Fighting Corruption in Infrastructure,
by Donal O’ Leary, Senior Advisor, Transparency International

I strongly support President Obama's Economic Stimulus Package with emphasis on infrastructure. My only concern is it may also stimulate growth of corruption when large sums of money end up in the hands of public officials with a lot of "D" but with less "T"
